Head of RAS called on the state and business to support science in implementation of developments

The state and business should split in half the responsibilities concerning the passage of the period that stretches from creation of a scientific development to its implementation in industry. Alexander Sergeyev, the head of the Russian Academy of Sciences, expressed such an opinion at the forum 'Technoprom' in Novosibirsk.

«To pass 'the valley of death' [from the moment of creation to the introduction of a scientific development into industrial use], there should be a convention of the state and business to jointly support this part [of the process of introduction of scientific developments] by preferential taxation, fifty to fifty, because the risks for business are still high at this stage. The state should be the driver, the regulator of the passage through this zone. If we are talking about corporations, large companies partially owned by the state, they must make a significant contribution to passing of the 'valley of death'», Sergeyev said.

Sergeev noted that during the Soviet era the entire chain, from development to industrial production, was controlled by the state. With the change of the structure of the economy, the state withdrew from regulation activities, but business alone can not fully ensure implementation, as not all projects bring quick profits.
